What licence does Perini Finance & Property hold and where can I verify it?

Perini Finance & Property operates under the licence held by Olga Nikushkina as a mortgage credit intermediary pursuant to § 34i(1) sentence 1 of the German Trade Regulation Act, supplemented by § 34c GewO for other loans. The entry in the German intermediary register carries the number D-W-132-ZUCB-95 and has existed since 26 September 2016. The competent licensing and register authority is the IHK Mittlerer Niederrhein in Krefeld. For activity in Spain the licence is notified under § 34i(4) GewO via the BAFA; in Portugal the transaction is handled through a locally licensed intermediary. Siegfried Perini is entered in the register as a person directly involved in brokerage and advice. Every entry can be verified free of charge in the public register. No fee-based advice is provided; remuneration comes from the intermediation.

The German intermediary register under § 11a GewO is public and free to search at vermittlerregister.info. You can search by registration number or by name. The entry shows the type of licence, the competent authority, the employees involved in brokerage, and the member states in which the licence holder is active.

Spain and Portugal — what exactly applies

The licence is German. For activity in Spain it is notified under § 34i(4) GewO via the Federal Office for Economic Affairs and Export Control as the national contact point. That is why we work directly with Spanish banks there, without an intermediate party.

In Portugal the transaction is handled through a locally licensed intermediary. The reason is practical: Portuguese banks only deal directly with a foreign intermediary above certain volumes. The advice and the case management stay with us; the local intermediation is carried out by the partner under their own licence.

We spell this out because the two are regularly confused — and because a professional who refers a client should know which arrangement they are passing on.

What we expressly are not

  • Not a fee-based adviser. Under § 34i GewO, mortgage credit intermediation and fee-based mortgage advice are mutually exclusive. We are an intermediary; our remuneration comes from the intermediation, not from the client.
  • Not legal or tax advisers. We point out where a tax or legal question arises; we do not answer it.
  • Not investment advisers under § 34f GewO. No such licence is held and no such activity is carried out.
  • Not a bank. We do not grant loans, we arrange them.

Dispute resolution: We are neither obliged nor willing to participate in dispute resolution proceedings before a consumer arbitration board.

Questions about licensing

Why is this not simply in the legal notice?
It is there too. The legal notice covers the mandatory disclosures under § 5 DDG. This page does something else: it explains what the entries mean and where to verify them — for professionals who need an answer before making a referral, not just an address.
What does "person involved" mean in the register?
Employees directly involved in brokerage or advice are entered in the intermediary register under § 11a(1) GewO. For perini.es this applies to Siegfried Perini. Your contact on the ground is therefore not merely an address but registered and attached to the licence.
Does referring a client make me a regulated intermediary?
No, as long as you only establish contact or name the possibility of a contract — that remains licence-free referral. A licence becomes necessary only once you carry out administrative work for the borrower, such as assembling the documents. Set out in detail on the page for advisers and firms.
Is there a Spanish company?
No. No Spanish corporate entity exists. Activity in Spain is provided as a notified cross-border service from Germany, with the registered seat in Krefeld and a presence on the ground since 2019.
