The quickest way to get an NIF in Portugal is in person at Finanças, where the number is issued the same day. By power of attorney it takes 1 to 2 weeks. The state fee is low, about 10 euros; with a representative it is 150 to 400 euros. A passport and, for EU citizens, proof of address are sufficient.

The NIF is the Portuguese 9-digit tax number for residents and foreigners. It is mandatory for every property purchase, every mortgage, every bank account opening and every electricity, water and telephone contract.

As an EU citizen resident in another EU country you do not need a tax representative (representante fiscal) — that duty only applies to people resident outside the EU; an agent for service usually suffices.
You present a valid ID or passport and proof of address. The NIF is free or very cheap, does not expire and is not a residence permit — it identifies you for tax only.
Arrange it early: without the NIF the bank cannot process your loan application and the notary cannot execute the deed.

The four routes to the NIF
The four routes are in person at Finanças in Portugal, by notarised power of attorney, through the Portuguese consulate and fully online via the AT portal. In person the number is issued the same day.
- In person at Finanças in Portugal (Route 1 · on site): An appointment at a Repartição de Finanças. The number is issued immediately, the same day. Fastest route. A passport and an EU proof of address are sufficient. No representative requirement for EU citizens since 2022.
- By notarised power of attorney (Route 2 · power of attorney): A notarised power of attorney (Procuração) for a lawyer or certified accountant (Contabilista Certificado) in Portugal. Processing time 1–2 weeks. Service-provider costs €150–400. Recommended if you do not travel to Portugal before the notary appointment.
- Portuguese consulate (Route 3 · consulate DE): Only partly available — some consulates merely forward the application. Processing time 3–6 weeks. Not a direct route, more of a last resort.
- Fully online via the AT portal (Route 4 · online (Senha digital)): Fully online only with an existing Senha access credential — which itself requires an NIF. In practice not relevant for a first application.
What do I need to bring?
Bring your passport or national ID card (original and copy) and an EU proof of address; for the power-of-attorney route a notarised Procuração is needed in addition.

Is a representative needed? Since January 2022 a tax representative (Representante Fiscal) is no longer mandatory for EU citizens. Recommended in practice: a representative eases communication with the authorities, IMT tax filings on purchase, and acts as your point of contact when you are not in Portugal. Cost approx. €150–300 per year.
NIF and tax liability: Being issued an NIF creates no tax liability in Portugal. Tax residence arises only through an actual place of residence or more than 183 days of stay per year.
When in the purchase process the NIF is needed
The NIF is not a form-filling step at the end but the key that unlocks every subsequent door. Apply for it too late and you shift not one appointment but the whole chain:
1. NIF. Without it, no bank account and no contract. 2. Portuguese account. It is needed for the instalment, the purchase costs and the utility contracts; the bank requires it anyway.
3. Financing enquiry. The bank's paperwork runs on the NIF; the property search runs in parallel. 4. CPCV, the binding pre-contract. It commits you with a deposit. The financing approval should come before it, not after — otherwise you carry the deposit risk alone.
5. Escritura at the notary. Only here does ownership change hands, followed by registration.

Four stumbling blocks that regularly cost time
The four stumbling blocks are only one NIF for a couple, a name spelling that does not match the passport, unreported changes of address and a representative appointment that runs on after a move to Portugal.
- Only one NIF for a couple. If both spouses are to appear as buyers and as borrowers, both need their own NIF. This often only surfaces at the pre-contract — when time is short.
- Name spelling. Special characters, double-barrelled names and the order of first and last names must match the passport. A discrepancy between NIF, bank account and purchase contract leads to corrective deeds later.
- Changes of address. The address on file with the tax authority is the delivery route for everything that follows. Move without reporting it and you are the last to hear about assessments.
- The representative and the change of status. For EU citizens a tax representative is not mandatory, but useful in practice. Anyone who later moves their residence to Portugal should actively end the appointment — otherwise it runs on and keeps being billed.
- What you keep needing the NIF for after the purchase: The number does not disappear from your life after the escritura. It is the identifier under which the property's running taxes and charges are administered: the annual municipal property tax IMI, the AIMI surcharge on higher property values where applicable, the declaration of rental income and, on the purchase itself, the transfer tax IMT plus stamp duty.
