New build paid in full, inspection pending: financed instead of a two-year wait

A buyer had paid for the new build entirely from his own funds — and was waiting for the completion inspection. Without it, no land registry entry; without the registry entry, no mortgage.

Can you still get a mortgage on a new build that is already paid in full, while the inspection is pending?
