NIF Portugal: applying for the tax number, step by step

The Portuguese tax number is mandatory for every property purchase, every mortgage and every utility contract. Four routes compared.

How do I get the Portuguese NIF number as a German?

The NIF (Número de Identificação Fiscal) is the Portuguese tax number — mandatory for every property purchase, every mortgage and every utility contract. Germans obtain it directly at a Portuguese tax office (Finanças), through the consulate, or via an authorised representative on site. As an EU citizen resident in Germany you do not need a tax representative (representante fiscal) — that duty only applies to people resident outside the EU; an agent for service usually suffices. You present a valid ID or passport and proof of address. The NIF is free or very cheap, does not expire and is not a residence permit — it identifies you for tax only. Arrange it early: without the NIF the bank cannot process your loan application and the notary cannot execute the deed. In practice we organise the NIF in parallel with the financing enquiry, so everything is ready for the Escritura — purchase and financing from one source.

Basics

What is the NIF?

The Número de Identificação Fiscal (NIF) — also called Número de Contribuinte — is the Portuguese 9-digit tax number for residents and foreigners. It is mandatory for every property purchase, every mortgage, every bank account opening and every electricity, water and telephone contract. Without an NIF, nothing happens in Portugal.

Four routes compared

How do I apply for the NIF?

Route 1 · on site

In person at Finanças in Portugal

An appointment at a Repartição de Finanças. The number is issued immediately, the same day. Fastest route. A passport and an EU proof of address are sufficient. No representative requirement for EU citizens since 2022.

Route 2 · power of attorney

By notarised power of attorney

A notarised power of attorney (Procuração) for a lawyer or certified accountant (Contabilista Certificado) in Portugal. Processing time 1–2 weeks. Service-provider costs €150–400. Recommended if you do not travel to Portugal before the notary appointment.

Route 3 · consulate DE

Portuguese consulate

Only partly available — some consulates merely forward the application. Processing time 3–6 weeks. Not a direct route, more of a last resort.

Route 4 · online (Senha digital)

Fully online via the AT portal

Fully online only with an existing Senha access credential — which itself requires an NIF. In practice not relevant for a first application.

Documents & tax representative

What do I need to bring?

  • Passport or national ID card (original and copy)
  • EU proof of address (registration certificate in your home country)
  • For the power-of-attorney route: notarised Procuração in addition

Is a representative needed? Since January 2022 a tax representative (Representante Fiscal) is no longer mandatory for EU citizens. Recommended in practice: a representative eases communication with the authorities, IMT tax filings on purchase, and acts as your point of contact when you are not in Portugal. Cost approx. €150–300 per year.

NIF and tax liability: Being issued an NIF creates no tax liability in Portugal. Tax residence arises only through an actual place of residence or more than 183 days of stay per year.
